Govt. of West Bengal Orders for purchases from WBSIDC / SSI Units
Marketing Policies/Procedures of the
Marketing Division of the WBSIDCL.(w.e.f April’10)
  1. In the G.O.N0.10500F dated 19.11.2004 issued by the Finance Department, Audit Branch, since there is no demarcation between general and hospital furniture as such, the differentiation of hospital and general furniture hitherto being followed by the Marketing Divn is done away with. All the indents of the Govt departments for supply of both steel and wooden furniture will be treated as the broad category of furniture and will be distributed among all the enlisted units following the computer programming.  There will not be any separate identification for general units and hospital units henceforth. Only the works of  exclusive hospital items will be distributed to the few identified units which have the capacity and expertise for manufacturing of the same.
  2. All the indents for supply of furniture being placed by the Govt department directly to this Corpn will be treated as general works and will be distributed through computer programming up to Rs.2.50 lakh per unit in general.  However, for very specialized furniture Marketing Manager will have discretion to distribute the same with the approval of M.D to the units having sufficient production capacity and technical expertise alongwith sufficient financial capability to manufacture and supply the same within a short time frame as per specific requirement of the indentors.
  3. Distribution of direct orders, collected orders, project works(Central/State Govt./World Bank etc.) will be made to the enlisted units in general as per the following schedule:

(iv) As per discretion of Marketing Manager with the approval of M.D.
4. CMS under DHS either direct or collected. Any amount As per general policy.
  1. The associations of the manufacturing units may also collect orders from the various Govt. department and the same will be treated at par with directly received order.
  2. The Govt departments often ask for quotation and proforma bill for supply of different kinds of furniture. These quotations will be offered by the Marketing divn. either on written requisition of the concerned department or on written requisition by the particular unit in its letterhead with its signature and seal addressed to the Marketing Manager.
  3. The delivery schedule printed in the work order has to be maintained strictly by the concerned manufacturing units. If any unit fails to maintain the delivery schedule due to its negligence, appropriate action will be initiated against it. However, if the schedule can not be maintained by the unit for reasons beyond its control the same should be immediately brought to the notice of the concerned AM/MM. For maintaining the delivery schedule in toto the units must make contact with the indentors immediately after getting the W/O from the Marketing divn. Inordinate delay in effecting supply to any indentor will not be tolerated with a view to ensuring accountability.
  4. The quality and specification of the furniture must be maintained at any cost. Any deviation will be seriously viewed. If any complaint is received from any indentor against any unit, the unit will not be considered for distribution of work for next six months and payment of the bills of the unit will be held up considering the gravity of the complaint. Subsequent default on quality may lead to disempannelment.
  5. The payment of bills of the units will be guided by the policy of payment against payment in respect of general works and will be made within one month from the date of receipt of payment from the indentor as is being done at present. However, in respect of Central Govt./State Govt/World Bank project works, payment will be released to the concerned unit immediately after the receipt of payment from the indenting organization as per previous policy.
  6. The price list of the different furniture of this Corpn will be examined afresh and may be revised if necessary.
